The Glasgow COP26 has called for decisive and swift action to fight climate change. But it is now due time to put in place global devices for reversing the trend of carbon emissions.

The current energy crisis which puts pressure on the use of fossil fuel (amplified by the conflict in Ukraine), shows that when it is hardly feasible for firms to operate without it, phasing out carbon emissions needs to put in place the right incentives for these firms to implement CC(U)S (carbon capture, utilisation and storage).

This event will look at the technical issues to overcome for a large use of CC(U)S. To cope with what could be a major breakthrough for fighting global warming, the debate will look at its market, legal and regulatory dimensions. Focus will be put on the use of sectoral carbon markets with sectoral carbon prices determined as the right incentives for firms to retrofit their plants, coming not only from the foregone cost of carbon emissions, but also from the use of carbon market receipts to help fund the necessary investments.

This debate launched by the Task Force on Carbon Pricing in Europe will take place in a trilateral format with contributions from speakers and panellists from China, the European Union and the US. The Chinese IFF and the American Paulson Institute are co-organising the event.

For firms which emit carbon in sectors such as coal-fired energy, cement, steel… which don’t have the opportunity to pursue their activities without carbon emissions and therefore need to make investments to retrofit their plants through CC(U)S, a strong incentive could come from implementation of sectoral carbon markets, their sectoral prices being related to the investments to make. Incentive would come not only from the necessity to avoid the cost of carbon emissions, but also from use of the receipts of these markets to help the funding for the plants’ retrofitting: a device which could be a major breakthrough towards decarbonisation.
