"The proliferation of factories is a characteristic of important cities in the Pearl River Delta, which has also developed into one of the most land-constrained regions for industrial use in China. The report 'Evolution of Urban Renewal in the Greater Bay Area' pointed out that the land development intensity in Shenzhen, Dongguan, Zhongshan, Foshan, and Zhuhai had already exceeded the international warning line of 30% in 2017, with Dongguan and Shenzhen approaching 50%. The demand for land resources for industrial development collides with the approaching limit of land development intensity, forcing the major manufacturing cities on both sides of the Pearl River to reject low-efficiency industrial agglomeration areas and exerting increasing pressure to use land in a highly efficient and intensive way. According to the government's "Two Steps Back, Three Steps Forward" policy and in response to the national supply-side structural reform, a large enterprise plans to relocate its factory from Guangzhou to Foshan. In this project, due to the large number of employees involved, and the fact that most of them are settled near the original factory area, it has posed a huge challenge for the resettlement and replacement of employees during the relocation process.
