Premier Li Qiang Emphasized Service Trade and Consumption

The Chinese Premier Li Qiang presided over an executive meeting of the State Council to promote service trade and consumption.  

Li said that developing service trade and service consumption is an essential tool for stabilizing foreign trade and expanding domestic demand, and also put forward measures as below:  

  • Fully implementing a negative list for cross-border service trade, with the introduction of new opening-up measures in fields such as telecommunications, education, culture, healthcare, and finance. 

  • Actively promoting service exports, enhancing the international market expansion and international service capabilities of Chinese service companies.

  • By utilizing policies such as fiscal, tax, and financial measures and leveraging market forces, further increasing the supply of high-quality services to meet consumer's multiple demands. 

(In the stabilizing foreign investment action plan, the service sector opening-up is also put forward, to increase the supply of services in China's market.)


The meeting also approved the Action Plan for Improving the Recycling and Utilization System of New Energy Vehicle Power Batteries, pointing out that China’s new energy vehicle power batteries have entered the phase of large-scale retirement. It is crucial to enhance the recycling and utilization capabilities of these batteries. A standardized, safe, and efficient recycling system needs to be established, with the use of digital technologies to strengthen lifecycle tracking of power batteries.
